This isn't "broken" but rather people are using the wrong mental model for the mentioned-only audience setting.
The same way we don't call e-mail broken for operating like postcards, not packages or vaults carried in armored trucks to the recipient.
When you want private and secure communication, there are apps for that:

- Threema @threemaapp

You don't need to give a messenger access to your location all the time, use a dedicated app instead.
DO NOT use your Mastodon app or Email app, or Telegram or Facebook and expect it to operate in ways that it doesn't!
