Why is everything involving estate agents so scammy?

Random number has been trying to call me all week. Assumed it was spam, so didn't pick up.

Finally picked up and they start asking me for PII to do an AML check. I essentially say no, and ask them to contact me another way before emailing the estate agent.

Finally get confirmation this is legit and call them myself. Most of the call is spent trying to pressure sell me insurance, and then they ask for card details over the phone!
