Is there a name for the paradox where a space is _more welcoming_ by having and enforcing _stricter policies_ for specific problematic behavior?

For example, if a user group or makerspace has rules on surveillance glasses (must be put away in an opaque container if brought on the premises) and enforces them, then the space is safer and feels more available to the majority of visitors?

Sort of like paradox of tolerance but not quite
